The short-course titles were due to be held in Kazan but Australia will now host the event for the first time.

More than 1,000 athletes from 180 countries are expected to attend the titles in the Victorian capital from December 13-18.

Husain Al-Musallam, the president of world swimming's governing body FINA, says Australia deserved hosting rights because of the nation's "great swimming tradition".

"I am sure this will be another highly successful FINA event ... we are incredibly grateful to our hosts for stepping forward to host this prestigious meet," he said in a statement on Friday.
